You may be facing the above issue due to some of the third party application blocking the software from installing on your computer. I suggest you to perform clean boot by following the steps below, install the software and check if the issue is resolved. Putting your system in Clean Boot state helps in identifying if any third party applications or startup items are causing the issue. Using run command.

If so why do some of them refer to Windows Smart Screen. If you're asking why this extra step BTW, this program is trusted and used by many people all over. If you don't want to elevate it to run setup, simply open the setup file using 7-Zip and extract the contents to a folder, and use it as a portable application. Click on the compatibility tab, check the box Run this program in compatibility mode for , select Windows 10 operating system from the drop down menu and proceed with the installation.
Once the driver is installed in compatibility mode , restart the PC for the effective changes to take place. Press Windows logo key on the keyboard and type Run programs made for previous versions of Windows. I have not read the thread yet, so this may already been mentioned. This app has been free for about 20 years. I have IrfanView on my Windows10 Home system. It's a great App. Bellow a picture Using that App.
